Housing & Assistance Programs

The Housing Authority provides decent and safe housing for families and individuals. We offer a variety of housing opportunities through different government programs. All programs are administered by applications which are submitted through our Occupancy Department. Each program has various qualifications that an individual must meet in order to be accepted to a particular program. To be eligible for housing assistance, applicants must meet at a minimum the following criteria:


  • Qualify as an individual or as a family, as defined by the Department of Housing and Urban Development (HUD).
  • The head of household must be at least of 18 years of age or an emancipated minor under Colorado state law.
  • All adult (18 years old or older) members of the household must pass a criminal background check.
  • At least one household member must meet HUD requirements for citizenship or immigration status.
  • The family must not have been terminated within the past five years from any housing assistance program as a result of a violation of the family obligations as prescribed in their previous Section 8 Voucher or public housing lease agreement.

Due to the large demand for housing assistance, the Housing Authority has established several waiting lists for the various programs we administer. Currently, the status of those waiting lists is as follows:

Section 8 Housing Choice Voucher Program - Closed
Public Housing Program - OPEN (Except for One Bedroom Applicants)
Mod Rehab Program - OPEN

Effective March 1, 2016, the Housing Authority of the City of Pueblo (HACP) will close their waiting lists for one bedroom applicants in the Public Housing and Moderate Rehabilitation programs *** NOTE: We will continue taking applications for applicants age 62 and older. ***

To register for these waiting lists you will need to complete the on-line pre-application form which can be accessed via the link below. This pre-application can only be submitted electronically by e-mail. Before beginning the pre-application process you will need a valid e-mail address and the following items for each member of the household including the head of the household: complete name, relationship to the head of the household, date of birth, and amount of income from all sources.

Once you submit the pre-application, you will receive an e-mail confirming its receipt. When your name comes up on the waiting list, you will be contacted via e-mail and/or letter with the instructions on how to complete your housing applications. It is your responsibility to ensure that all information submitted on the pre-application remains current. Any changes to this information can only be accomplished by notifying our office in writing. No changes to the information on this pre-application will be accepted over the phone or in person. If we are unable to contact you because of an invalid e‐mail address or a letter is returned because of an invalid address, or you do not respond within 14 days from the date the email or letter was sent; your pre-application will be removed from the waiting list and you will have to reapply.

USDA Rural Development - Farm Labor Program

Consists of 18 units of off-farm housing for farm laborers. For more information click here.

Housing Choice Rental Assistance Voucher Program

This program allows participants to find their own housing, including apartments, townhouses and single family homes. For more information click here.

Moderate Rehabilitation

These units are owned and operated by private landlords who accept only referrals from the Housing Authority.
